Questions and Answers

Would you accept partial bids? Such as Hardware only, no install ?

No, the bid is for hardware, removal of current hardware, and installation.

Would the removal of current products in the classrooms be moved somewhere on site? Or would it need to be moved offsite?

Yes, the current hardware will be placed in the school in a location of the school’s choosing. Vendor will not be responsible for moving it offsite.

For install dates, would you be aiming for a late spring install? Or a Summer install? Asking, as it would most likely run more if we did after hour installs, summer we could do normal business hours and complete the job much quicker, resulting in less install costs.

The installs will commence upon school board approval and associated contracts, purchase orders, etc. completion. I anticipate starting the install by mid to late April at this time. Installs may stretch into summer but keep in mind maintenance of schools could hinder access at that time as well.

Can you give me an idea of what is connected currently and if those existing connections (cables) would be used for the new installs? Asking this to build a list of additional supplies we might need.

Current connections are power and VGA cabling to a projector that is wall/ceiling mounted. The majority of rooms contain an interactive whiteboard that will have a power source as well. The monitor/TV will be mounted within 5 feet of an AC power outlet. There may be surge strips present as well in the rooms for connections. The school system will be installing wireless connectivity (streaming) devices that do not require cabling beyond power via HDMI or USB and/or an AC 120 source.


Will the bid need to include any type of cabling for connection to the teacher computer such as a 10ft HDMI cable?
- No, cabling is not required. A wireless projection solution will be utilized.

Can we propose pricing from multiple manufacturers?
- Yes, numerous manufacturers can be included.

Is the district is open to considering and having a choice of different flat panel mount methods?

- Any mount can be added as on option to the bid.

Questions and Answers - Addenda

- Due to the work stopppage, what impact will this have on walk throughs and bid timeline?
- The first round (actually Day 3 of walk throughs) completed on February 21, 2019. The next walk through day will be Tuesday, February 26, 2019 starting at 7:30AM. The list of schools, in order, for this final day will be:
- Culloden ES (meet at the school at 7:30AM)
- Milton ES
- Milton Pre-K
- Cabell Midland HS
- Ona ES
- Nichols ES
- Cox Landing ES

Please clarify the battery backup for MDF time required?
- Battery backup for MDF must supply 3 minutes of power to the entire rack including switches and server if housed in the same rack/cabinet.

Does the fiber need certified? - The only fiber that needs installer certified is the new run at Cabell Midland HS for backbone.

Does copper need certified?
- Copper connections do not need certified but installer must supply connectivity to via link lights. 

Do elementary schools require new fiber runs or 10Gbps connection?
- No new fiber is required unless the installation causes a defect in the fiber cable. Plan for a 10Gbps connection at the elementary schools but Cabell County Schools will accept lower bandwidth if cable does not support a full 10Gbps. The minimum requirement for closet uplink is 1Gbps at elementary schools. As per request, conditioning patch cables are to be 10Gbps.  

Is there an updated timeline and due date due to work stoppage?
- Yes, see table below.

Layer 3 switches will not physically fit existing cabinets at select schools. Should they be installed and the door removed or left open?
The cabinet will need replaced to accomodate the larger, MS350 layer 3 switch. The schools that need cabinet replacements after the first round of walk throughs are:
- Altizer ES 
- Cabell County Career Technical Center
- Davis Creek ES
- Hite Saunders ES
- Meadows ES
- Salt Rock ES
- Spring Hill ES
This list may be ameded as the remaining walk throughs are completed.

Due to cabinets being replaced, this will increase time required to switch out hardware. Can the school network be down during the school day for this process?
​- ​If at all possible, the network should remain functional during the hours of school. However, due to the time required to switch out hardware, work could start at noon for the changeover if scheduled with the school one week in advance. This cannot occur during assessment windows for the state of West Virginia or Cabell County Schools. The Technology Department must be advised and approve of any network outages from the upgrade process.

Are there any changes to the equipment list?
- Yes, the list for Central City Elementary requires the following Meraki components (in place of the list in the the request for bids):

- 1  MS 225-48P
- 3 MS 210-48
- 2 MS 210-48P

Is there an estimated date of purchase once a bid is awarded?

Estimated Board Approval is on April 2, 2019. Once the board approves it, the purchase will be made the following day.

Any Changes to Culloden Elementary?

  • Yes, Switching the IDF and MDF rooms
    • Install M350s in IDF 1 instead of MDF
    • Combine racks in the current MDF (Custodian Room)
    • No new cabinet in custodian room

 Any changes to Milton Elementary?

  • IDF 2 Upstairs should be only a MS225-48FP L2 Switch
  • Remove Router from Computer Lab

Any changes to Milton Pre-K?

  • IDF 3
    • Please move the AP that is in the cabinet to the ceiling in the same room as the cabinet.

Any changes to Cabell Midland?

  • Please leave the old fiber in the ceiling. We expect for the fiber in the closet to be rolled up and stored in the ceiling. No removal of old fiber cable at CMHS.
  • New install Fiber should be 12 string hybrid to all closets at the school.

Any changes to Ona Elementary?

  • Please remove a MS350-48P from the MDF and replace it with a MS225-48P
    • The MS225-48P will be used for the smaller cabinet in the room.

Payments

  • Yes, we can do milestone payments. Cabell County Schools will verify all work before a milestone payment will be made. 

 Can we push the bid opening date back to Friday, March 8?

  • The bid due date will stay at Wednesday, March 6

Explain your warranty requirements.

  • We expect 7 years warranty to be provided by the manufacturer of the equipment. The install of cable and cabinets should be warrantied by the vendor.

Which type of fiber would you like? OM1, OM2, OM3, or OM4?
We require OM3 or better for the Fiber Install at Cabell Midland High School


- Walkthroughs are postponed for February 19, 2019 due to the work stoppage. Check this page for updates to schedule. 

- What time will walk throughs of facilities begin?

- The walk throughs of buildings will begin at 7:30AM each day with the school at the top of list for the day. The first school for each day is listed below.
- Central City ES, February 19, 2019
- Culloden ES, February 20, 2019
- Salt Rock ES, February 21, 2019
